Documents required:

  1. When the service is requested with documents in hard copy submitted at the offices of the Labour Inspectorate Directorate or sent by post or a licensed postal operator:
    • Application for registration of a collective employment agreement or annex to a collective employment agreement in hard copy, signed by all parties to the agreement (the application may be in free text or the GLI EA template may be used).
    • One original of the signed collective employment agreement or an annex to a collective employment agreement.
    • The collective employment agreement or an annex to a collective employment agreement recorded on electronic media.
  2. When the application is submitted online by the Secure Electronic Delivery System of the State e-Government Agency or the Electronic Communications System
    • Electronically signed application for registration of a collective employment agreement or an annexe to a collective employment agreement (the application may be in a free text or in the GLI EA template). The application must be signed with the qualified electronic signatures by all parties to the contract or the annexe.
    • Electronically signed with the qualified electronic signatures of all parties collective employment agreement or annexe to collective employment agreement.

How to apply - The service qualifies as a third level electronic administrative service (two-way electronic communication).

  1. The Unified Platform for Electronic Administrative Services of the State e-Government Agency https://egov.bg/wps/portal/egov/dostavchitsi+na+uslugi/izpalnitelni+agentsii/156
  2. The Secure Electronic Delivery System of the State e-Government Agency - To use this option, one of the applicants must be a registered user of the Secure Electronic Delivery System of the State e-Government Agency. The application for registration is signed with the qualified electronic signatures of all parties to the collective employment agreement or the additional agreement (annexe) to the collective employment agreement. The signed application is attached to a Secure Electronic Delivery System message. The collective employment agreement electronically signed with the qualified electronic signatures of all parties or the annexe to a collective employment agreement is also attached to the message. The message is sent to the registered user of the GLI EA. The system automatically registers the request, and the applicant receives a confirmation of receipt containing the file registration number and registration date. All service requests submitted after 16:30 are registered on the following working day.
  3. The Electronic Communication System (the Electronic Communication System may be used by state administration bodies only). To use this option, one of the parties to the contract/annexe must be a state administration in the capacity of an employer. The application for registration and the collective employment agreement or annexe must be generated as electronically signed documents, i.e. signed with the qualified electronic signatures of all parties to the contract or annexe. The electronically signed application and the collective employment agreement or annexe to a collective employment agreement are sent to the GLI EA through the Electronic Communications System. The system automatically registers the application, and the applicant receives a confirmation of receipt containing the file registration number and registration date.
  4. Apply in writing at a Labour Inspectorate Directorate. The application form signed by all parties to the collective employment agreement or the annexe to a collective employment agreement in one hard copy original and a scanned image of the contract/annexe stored on an electronic media is submitted on-site to the respective Labour Inspectorate Directorate. The application and the accompanying documents are registered in the information system of the GLI EA, and the applicants receive a confirmation of receipt containing the file registration number and registration date.
  5. Send the application by post or a licensed postal operator - The application form signed by all parties to the collective employment agreement or the annexe to a collective employment agreement in one hard copy original and a scanned image of the contract/annexe stored on an electronic media is sent to the postal address of the respective Labour Inspectorate Directorate by post or a licensed postal operator.

Internal Administrative Service Process:

The file is forwarded for processing to an officer at the Labour Inspectorate Directorate who is competent based on job description requirements or specific authorization to register entries in the special register.

When there are no deficiencies or incompleteness found in the documents provided, the GLI EA officer makes the entry in the register and prepares a notification to the parties to the collective employment agreement (annexe) on behalf of the Director of the Directorate.

When deficiencies/incompleteness are established in the documents, the officer notifies the parties to the collective employment agreement (annexe) on behalf of the Director of the Directorate. The applicants are informed that there are no grounds for making the requested entry, indicating the incompleteness or irregularities found.

How to receive the individual administrative act:

The notification to the parties to the collective employment agreement or the annexe to a collective employment agreement is sent to the applicants by the means requested by them in the application form, which may be any of the following:

  1. Receive it online at the Secure Electronic Delivery System of the State e-Government Agency.
  2. Receive it online at the Electronic Communications System (for public administration bodies only).
  3. Receive it at the e-mail address specified in the application form.
  4. Receive it by post or a licensed postal operator at a postal address specified in the application form.
  5. Receive it on-site at the Administrative Service Centre of the Labour Inspectorate Directorate.

Processing times: 15 days (internal administrative standard)

Period of validity of the document/the individual administrative act - until the expiration date of the contract or annexe

Service appeal procedure and deadlines: Within 14 days, before the administrative court in the region of the Labour Inspectorate Directorate.
